HUBUNGAN DAGANG INTERNATIONAL INDONESIA DAN KOREA SELATAN, 2011-2016
Abstract
Abstrak - Indonesia dan Korea Selatan telah berkomitmen meningkatkan hubungan bilateral dengan membangun kemitraan strategis sejak 2006. Kedua Negara membuat kebijakkan kerjasama perdagangan dengan sebutan Working Level Task Force Meeting (WLTFM) namun kerjasama Indonesia dan Korea Selatan cenderung menurun. Penurunan tersebut terjadi disebabkan penetapan batasan normal track, sensitive list dan highly sensitive list selain itu Korea Selatan membuat kebijakan Egoistic self-interest. Upaya yang dilakukan untuk meningkatkan neraca perdagangan antara pemerintah Indonesia dan Korea Selatan dengan membentuk IK-CEPA 2012 namun usaha tersebut kurang berhasil kemudian 2017 Indonesia dan Korea Selatan menerapkan kebijakan baru yaitu Special Strategic Partnership. Kebijakan tersebut akan mendorong percepatan peningkatan investasi Korea Selatan di Indonesia dan membuka peluang lapangan kerja yang lebih luas. Lebih dari itu kebijakan tersebut juga dapat memberi dampak luas karena mencerminkan terbangunnya sikap saling percaya antara dua negara dan dapat menjadi contoh bagi negara lainnya untuk membuka peluang penguatan kerja sama yang serupa.

Abstract - Indonesia and South Korea have committed to enhance bilateral relations by establishing strategic partnerships since 2006. The two countries established a trade cooperation policy called the Working Level Task Force Meeting (WLTFM), but the cooperation between Indonesia and South Korea tended to decline. The decline occurred due to the determination of normal track boundaries, sensitive lists and highly sensitive list. In addition, South Korea made an egoistic self-interest policy. Efforts were made to increase the trade balance between the Indonesian and South Korean governments by forming IK-CEPA 2012 but the effort was less successful, then 2017 the two countries implemented a new policy called Special Strategic Partnership. The policy will encourage acceleration of South Korean investment in Indonesia and open up wider employment opportunities. Moreover, the policy can also have a widespread impact as it reflects the building of mutual trust between the two countries and can serve as an example for other countries to open up opportunities for strengthening similar cooperation.
